Old Business
Oak Point A&E StudyThe Oak Point HVAC study was reviewed. We discussed the various options presented and consulted by phone with Doug St. Pierre from the Hooksett Planning Board and Jason Chouinard from Oak Point. It was decided to pursue Option 1 which is the least costly of the options. It was determined that Option 1 and Option 3 are mutually exclusive- we need to choose one or the other.There was also discussion that it might be beneficial to consider completing a portion of Option 1 right away - replacing the compressor for which we already have funds and also replacing the condensing unit which houses it. This would allow the system to function incrementally more efficiently and would assure us that we would not be faced with multiple compressor repairs in the years while we wait for the town to fully fund Option 1. By replacing the condensing unit as a whole now, we will not need to replace it when we start Option 1, thereby having to discard a probably fairly new compressor.
We requested Oak Point to provide us ASAP a quote for the engineering of the above portion of the project and also an estimate of its total cost. Jasons "over the phone" estimate was about $35,000. There was discussion that PSNH might help fund a portion of this but we would need to check with them to be sure our project qualifies for their energy savings program and meets their level one SEER standard for new equipment.
We discussed funding options for replacement of the condensing unit and coil and compressor. If the cost is $35,000 we already have $13,000 in the compressor account, we can use the $10,000 that is already in the existing capital reserve fund. Thus we will still need $12,000 to complete this phase of the project. We discussed various funding scenarios for this year and MJ will consult further with Diane Savoie and solicit her recommendations.
We need to present our requests at the Town Council meeting on Feb 12.
We also requested a quote for the engineering and consulting fees for the entirety of Option 1.
It was estimated that annual repair and maintenance costs once the entire project is completed should be no more than $1500. That would include periodic changing of filters in the unit, checking the refrigerant level and topping off, burner cleaning and checking of the controls on the boiler.
There was discussion about how to proceed with the warrant articles. The new fund should be named the Hooksett Public Library HVAC development fund which will allow us to withdraw funds from this fund for all aspects of the entire HVAC project, including but not limited to A&E charges etc.
Wages
The trustees agreed , in line with other town departments, to award a 2% merit raise in a lump sum at the end of the calendar year rather than increasing the employees base salaries by 2% at the end of the calendar year, if the town does vote affirmatively for the salary increases.Crocheting Class
The crocheting class will be held on four Tuesday evenings from 6:30 to 8 PM from Feb 11 to March 4. Lisa Gillis has supplied a list of supplies for participants to purchase. FH will be attending the class and MF will try to be at the first class.
New Business
Cassette TapesHarold Murray donated 500 cassette tapes to the library which the trustees voted to accept. The tape collection contains a variety of music. FH will use monies from the gift fund to purchase a rack to hold them and to put them on the system. She will also purchase more shelving as needed in the childrens room and pay for it out of the gift fund.Portsmouth Childrens Museum
The Portsmouth Childrens Museum has a traveling version of the museum which is making scheduled month long stops as a part of its outreach. The trustees agreed that this sounded intriguing and MF will follow up.Meeting Dates
